Panda was rolled out in February 2011 to improve the quality of search results. Its main purpose was increase the rankings of high quality content websites and keep low quality content sites away from the top ranking results.
Penguin was launched in April 2012 to decrease the rankings of sites that breach the guidelines of Google webmasters and use black-hat SEO techniques to get higher rankings on search engines. Google Panda mainly focuses only quality content and Penguin checks web spam, especially unnatural links.
